The Montgomery County Council will review and vote on Feb. 3 on a resolution to approve Spending Affordability Guidelines for the FY2027-2032 Capital Budget and Capital Improvements Program. The GO Committee unanimously recommended retaining the Council-adopted guidelines from Oct. 7, 2025, finding economic conditions have not changed sufficiently to warrant revision. The County Executive's recommended CIP, released Jan. 15, 2026, assumes G.O. bond issuances starting at $340 million in FY27 and rising to $390 million by FY32, totaling more than $2.19 billion over six years.
