Bill Introduced to Clarify EMS Funds for Volunteer Firefighters

Councilmembers Sidney Katz, Dawn Luedtke, and Kristin Mink introduced Expedited Bill 6-26 on Feb. 3, 2026, to clarify how EMS insurance reimbursement revenues may be used to support the Montgomery County Volunteer Fire Rescue Association and its 19 local fire departments. The bill responds to a recent Office of the Inspector General finding and specifies that funds may be used for apparatus, facilities, volunteer training, gear, recruitment and retention, and administrative support tied directly to emergency services. All nine remaining councilmembers are co-sponsoring the legislation, which is being advanced on an expedited basis.
