The Planning, Housing and Parks Committee will review a resolution on Feb. 11, 2026 to approve Executive Regulation 21-25, which establishes procedures for landlords of multifamily apartment buildings to create, maintain, and submit emergency safety plans to the Department of Permitting Services. The regulation stems from Bill 7-24, enacted in 2024, which requires landlords to include emergency safety plans and fire protection information in leases. Emergency safety plan addendums may also be required based on call service data from Montgomery County Fire and Rescue Service.
