County Releases First Rent Stabilization Law Report

Montgomery County Executive Marc Elrich and County Council President Natali Fani-González held a press conference on Feb. 19, 2026 at the Isiah Leggett Executive Office Building in Rockville to release the first report on implementation of the County's Rent Stabilization Law (Bill 15-23). The law, enacted July 18, 2023 and effective July 23, 2024, is administered by the Department of Housing and Community Affairs' Office of Rent Stabilization, which enforces rent increase limits and secures refunds for overcharged tenants. The report covers enforcement outcomes, rent increase trends, and landlord capital improvement processes.
