Council to Vote on Viva White Oak TIF Development District

The Montgomery County Council is expected to vote on Feb. 24, 2026 on a resolution establishing the Viva White Oak Development District, a tax increment finance (TIF) district covering approximately 294 acres near the FDA headquarters and Adventist Hospital in White Oak. The resolution sets the existing tax base, establishes TIF revenue parameters to support future public infrastructure bonds, and creates a special tax backstop — but does not authorize bond issuance at this time. The joint GO and ECON committees recommend approval with two amendments, one prioritizing a local park feasibility study and one allowing financing of roadway improvements outside district boundaries.
