Stewart Introduces Vehicle Recovery Act for Impounded Cars

Montgomery County Councilmember Kate Stewart introduced expedited legislation on March 3, 2026 to reduce barriers for families seeking to recover impounded vehicles when the registered owner has been detained by federal immigration authorities. The Vehicle Recovery Act would require towing companies to accept alternative documentation establishing ownership or lawful possession, and allow release of a vehicle to a family or household member via a notarized letter or proof of shared residence or familial relationship. The bill is co-sponsored by all other Council members and would sunset four years after its effective date; a public hearing date has not yet been set.
