Council Passes Workforce Housing Zoning Amendment ZTA 25-02

The Montgomery County Council approved ZTA 25-02 on July 22, 2025, co-authored by Councilmembers Fani-González and Friedson, removing restrictions on small-scale building types — duplexes, triplexes, and small apartment buildings up to 40 feet — along select transportation corridors wider than 100 feet with three or more travel lanes. At least 15% of units in qualifying structures must meet workforce housing standards serving households at or below 120% of area median income, with affordability controls lasting at least 20 years. Redevelopment requires Planning Board approval covering stormwater, forest conservation, parking, transportation, and school infrastructure.
