Council Passes Three More Housing N.O.W. Bills on July 22

The Montgomery County Council passed three components of the More Housing N.O.W. legislative package on July 22, 2025. ZTA 25-03 creates an expedited permitting process for converting vacant office buildings to multifamily housing; Expedited Bill 2-25 establishes a PILOT tax incentive for such conversions; and ZTA 25-02 enables construction of more affordable workforce housing along major corridors. Councilmember Sayles introduced amendments to each bill addressing retail business protections, MPDU requirements, and biennial reporting on traffic and affordability impacts.
