Councilmember Dawn Luedtke will introduce Bill 34-26 on July 22, 2026, which would require bodyworks license applicants to disclose all corporate officers and managers to DHHS and bar issuance of a license to anyone convicted of human trafficking or prostitution-related offenses, or whose prior bodyworks license was revoked. The bill is cosponsored by Council President Fani-González and Councilmembers Stewart and Katz, and is developed in consultation with MCPD, HHS, and the County's Human Trafficking Prevention Committee. Since June 2024, the County has issued at least 40 civil citations to 25 spas and charged at least 13 spa owners with felony offenses for aiding and abetting illegal massage operations. A public hearing is scheduled for September 15, 2026.
