Council Eliminates Income Tax Offset Credit for Homeowners

The Montgomery County Council voted to eliminate the Income Tax Offset Credit (ITOC) as part of the FY27 budget, a credit previously available only to qualifying owner-occupied homeowners who applied for it. The elimination was paired with the new progressive income tax structure. Councilmember Stewart noted that other property tax credits — including the County Homestead Tax Credit, the Senior Property Tax Credit, and state programs — remain available to homeowners.
