Council Reviews New Three-Tier Progressive County Income Tax

The Montgomery County Council will review and take a straw vote on May 13, 2026 on a resolution to establish a new progressive County income tax structure, replacing the current flat rate. The proposed rates are 2.70 percent on Maryland taxable income of $1–$50,000; 3 percent on $50,001–$150,000; and 3.3 percent on income above $150,000, taking effect for tax year beginning January 1, 2027. The structure differs from the County Executive's proposal to set a flat 3.3 percent rate on all taxable income starting after December 31, 2026.
