Council to Vote on Vehicle Recovery Act for Towing Redemptions

The Montgomery County Council is expected to vote on April 28, 2026 on Expedited Bill 14-26, the Vehicle Recovery Act, which would require towing companies to accept alternative documentation establishing ownership or lawful possession of an impounded vehicle. The bill also allows authorized individuals such as family or household members to recover a vehicle if the owner is unavailable, and establishes indemnification requirements and enforcement mechanisms. The joint Public Safety and GO Committee recommends enactment with amendments.
