DHHS Staff Build Internal Records App, Saves County $100K

DHHS May 27, 2026
DHHS Privacy Officer Danny Muchoki developed RecordsMaster, a custom web application that replaces a mid-1990s database used by Child Welfare Services to manage records requests. The system enables real-time record searches, automated labeling, and instant notifications, and is estimated to have saved Montgomery County approximately $100,000 in software procurement costs. Muchoki made the underlying C# code publicly available on GitHub for use by other Maryland agencies.
