ECON Committee Backs 18-Month Data Center Building Permit Moratorium

The Montgomery County Council's Economic Development (ECON) Committee voted unanimously on July 22, 2026 to recommend Expedited Bill 19-26, as amended, imposing an 18-month moratorium on building permits for data centers. The amended bill removes an exemption that would have allowed a hyperscale data center project in Dickerson to proceed, and replaces a six-month executive order pause with the longer legislative moratorium. The full Council is expected to take final action on Tuesday, July 28, 2026.
