Vehicle Recovery Act Expands ID Options for Impound Release

mcg-pio Jun 1, 2026
County Executive Marc Elrich signed Expedited Bill 14-26, the Vehicle Recovery Act, on June 1, 2026, at the Isiah Leggett Office Building in Rockville. The law requires towing companies operating in Montgomery County to accept consular identification cards and a broader range of documentation — including from family or household members — to establish ownership and secure the release of an impounded vehicle. The signing was part of a ceremonial event also marking three other immigration-related bills.
