GO Committee Reviews FY2027 Capital Budget Spending Guidelines

The Government Operations and Fiscal Policy (GO) Committee, chaired by Councilmember Kate Stewart and including Councilmembers Shebra Evans and Sidney Katz, will meet on Jan. 22, 2026 at 9:30 a.m. to review Spending Affordability Guidelines for the FY2027 Capital Budget and the FY2027-2032 Capital Improvements Program (CIP). The County Executive's recommended CIP, released Jan. 15, 2026, assumes G.O. Bond issuances starting at $340 million in FY27 and rising to $390 million by FY32, totaling more than $2.19 billion over six years. The GO Committee will prepare its recommendations for the full Council's review on Feb. 3, 2026; after that date, exceeding the guidelines requires eight or more affirmative Council votes.
