PHP Committee Briefed on Emory Grove Urban Renewal Task Force

The Planning, Housing and Parks (PHP) Committee will meet Feb. 23, 2026 at 1:45 p.m. to receive a briefing from the Emory Grove Urban Renewal Task Force, created after Governor Wes Moore signed legislation sponsored by Delegate Charlotte Crutchfield during the 2025 Maryland General Assembly session. The task force is studying how urban renewal caused displacement of Emory Grove community residents and developing recommendations for potential remedies. The briefing will include an overview of historic and contemporary context, the role of Heritage Emory Grove, and a summary of the task force's Interim Report.
