Council Passes ZTA 26-04 Expanding Expedited Review for Mixed-Income Housing

The Montgomery County Council unanimously passed Zoning Text Amendment 26-04 on March 17, 2026, expanding expedited review for mixed-income housing communities. The bill, co-led by Councilmembers Andrew Friedson and Laurie-Anne Sayles, lowers qualification requirements and adds projects using four percent Low Income Housing Tax Credits to the list of eligible applications. The change is projected to reduce the approval process by approximately 75 percent.
