Bill 14-26 Vehicle Recovery Act Gets Committee Hearing

The joint Public Safety and Government Operations and Fiscal Policy Committee will review Expedited Bill 14-26, the Vehicle Recovery Act, on April 15, 2026 at 1:30 p.m. The bill would require towing companies to accept alternative documentation of ownership and allow authorized individuals — such as family or household members — to reclaim impounded vehicles when the registered owner is unavailable. It would also establish indemnification requirements and enforcement mechanisms for misconduct related to vehicle release. Lead sponsor is Councilmember Kate Stewart; all remaining councilmembers are co-sponsors.
