MSDE Seeks Comments on Family Child Care Regulation Changes

The Maryland State Department of Education (MSDE) has proposed amendments to family child care regulations under COMAR 13A.15 to add a nonpublic nursery school component, similar to provisions already in place for child care centers and large family child care homes. Public comments are accepted through December 15, 2025, and may be submitted by email to earlychildhoodregs.msde@maryland.gov or mailed to Keisha Maxwell at 200 West Baltimore Street, Baltimore, MD 21201. The State Board of Education will consider final action at a public meeting on January 27, 2026, at 9:00 a.m. at the same Baltimore address.
