Bill 9-26 Would Extend AC Mandate to Single-Family Rentals

The Planning, Housing and Parks Committee will review Bill 9-26 on July 27, 2026 at 1:30 p.m., which would extend air-conditioning requirements to detached single-family rental homes and expand the coverage period from June–September to May 15–September 30. The bill amends Bill 24-19 (2020), which currently exempts single-family detached homes from the county's rental air-conditioning mandate. Landlords of single-family rentals would have access to a temporary waiver process through the Department of Housing and Community Affairs during a transition period. The lead sponsor is Councilmember Mink; cosponsors are Councilmembers Sayles and Jawando.
