Council Passes Bill 28-26 Reshaping Disabilities Commission Membership

The Montgomery County Council unanimously approved Bill 28-26 on Sept. 15, 2026, updating the membership structure of the Intellectual and Development Disabilities Commission (IDDC). The bill increases the number of members with intellectual and developmental disabilities (IDD) from two to five, reduces parent/guardian seats from nine to five, and requires at least three members to participate in self-directed services. Sponsored by Councilmembers Dawn Luedtke and Shebra Evans, the bill is titled the Jake Didinsky Advocacy Act in honor of a community disability advocate.
