Elrich Signs Bill 31-25 Requiring 14-Day Eviction Notice to County

County Executive Marc Elrich signed Expedited Bill 31-25, Landlord Notice Requirements – Evictions, on Dec. 15, 2025 at the Leggett Executive Office Building in Rockville. The bill, unanimously passed by the County Council on Dec. 8, requires landlords to notify both tenants and the Department of Housing and Community Affairs (DHCA) at least 14 days before a scheduled eviction. The advance notice will allow DHCA and the Services to End and Prevent Homelessness (SEPH) program to conduct outreach and connect households with resources before eviction occurs.
